DENVER – Kansas Lt. Gov. Mark Parkinson told Democratic National Convention delegates Tuesday that the state is emerging as a national leader in alternative energy.

About a year ago, Parkinson said, Kansas had 364 megawatts of wind power. At year’s end, it will produce 1,015 megawatts, making Kansas No. 7 in the nation in wind production.

“We’ll be doing it all without mandates,” he said.

Parkinson is Gov. Kathleen Sebelius’ point man on meeting her goal of producing 10 percent of Kansas’ energy from wind power by 2010 and 20 percent by 2020.

Sebelius blocked two proposed coal plants in western Kansas that are strongly backed by legislative leaders while working with utilities and state energy regulators to encourage wind development, he said.
