Xcel Energy on Friday said it made a filing with the Colorado Public Utilities Commission that would lower its Colorado customers’ electricity rates by 13 percent during the first three months of the year.

The Minneapolis-based Xcel filed its quarterly Electric Commodity Adjustment rider, which reflects changes in fuel and energy costs. During the first quarter of 2009, fuel costs are expected to drop nearly 39 percent to 2.025 cents per kilowatt-hour.

As a result of the new rates, Xcel expects that typical residential customers would have monthly electric bills of $53.08, down $8.10 from the current quarter, and typical small-business customers would have monthly electric bills of $84.70, a $13.29 decline.

Community wind project forming in northwest Iowa, acres already being leased

ESTHERVILLE, Iowa (AP) — Organizers say they’re forming a community-owned wind farm development company in northwest Iowa.
Red Rock Wind Energy LLC of Estherville plans to produce up to 300 megawatts of wind energy — enough to power 90,000 homes — in Emmet and Dickinson counties within five years.

Officials say the project, managed by National Wind of Minneapolis, is made up of many investors also developing the nearby NorthStar Wind Farm, a 200 megawatt project. That project is slated for construction in late 2009.

Officials say site control specialists have already leased over a third of the acres needed for the Red Rock project’s construction.

Yann was at a marketing dinner lately and people were making comments about twitter like “I signed up for twitter and nothing happened. Then in the space of 3-4 hours, multiple people were following me arrgghhhhh!!” But this is the beauty of Twitter. In the real world, we exchange business cards to start a business relationship. New Mexico has the highest per capita wind energy usage of any state in the country, and Public Service Company of New Mexico (PNM) has one of the highest percentages of wind grid penetration of any utility, with about four percent of its annual energy production coming from wind. And at times, as much as 20 percent of the load is carried by wind when it’s really blowing. Besides the clean power benefits, the other big advantage of wind power is that it does not require water for power generation, which for the arid Southwest is always a critical issue.

There are more than two dozen active wind developers in New Mexico. The existing windfarms were developed by Cielo Wind Power, a subsidiary of Texas Wind Power, FPL Energy, Babcock and Brown and Padoma Wind Power, with power from wind being sold to Xcel Energy, Arizona Public Service and PNM.
