The world needs new government stimulus spending and like I have been pounding the table, the Peoples Republic of China “”"IS”"” GOING to SPEND Green money to produce Green power!

The MOU has involves not only local government, but central government agency, the National Development and Reform Commission (NDC). This is the agency that manages the trillion RMB($586 billion) Chinese stimulus package.

WASHINGTON (Reuters) – The Obama administration on Thursday unveiled guidelines that will allow companies to apply for some $3 billion in government funds to boost development of renewable energy projects around the country, creating jobs.
The funding will help meet the White House’s goal to double U.S. renewable energy production over the next three years and also provide companies with easier financing than many can obtain in the private sector where credit remains tight.
The money, from the economic stimulus package, will provide direct payments to companies in lieu of tax credits to support an estimated 5,000 bio-mass, solar, wind and other renewable energy production facilities.
The Treasury and Energy Departments announced the funding guidelines, which would provide each project with an average $600,000.
Previously energy companies could file for a tax credit to cover a portion of the costs of a renewable energy project. Under the new program, companies would forgo the tax credits in favor of an immediate reimbursement of a portion of the property expense, making funds available almost immediately.
“These payments will help spur major private sector investments in clean energy and create new jobs for America’s workers,” said U.S. Energy Secretary Steven Chu.
U.S. Treasury Secretary Tim Geithner said the program “will provide additional stimulus to economies in urban and rural America.”

Geothermal energy is expected to cost about 7.3 cents per kilowatt hour by 2030 compared to 8.1 cents per kilowatt for wind, 12.5 cents per kilowatt hour for concentrating solar thermal and about 22.9 cents per kilowatt hour for solar photovoltaic, according to the Energy Department. By contrast, “clean coal” technology is expected to cost 7.6 cents per kilowatt hour by 2030 and advanced natural gas generated electricity is expected to cost 8.6 cents per kilowatt hour. Geothermal might be cheaper, but it’s also much tougher to develop mostly because of the time it takes to get a plant operating. The process can take from six years to a decade, according to Daniel Fleischmann, project initiation manager for geothermal giant Ormat.

It usually takes about three years just to do resource exploration, lease land and obtain permits for exploratory drilling, Fleischmann told a group of geothermal energy engineers and developers at the conference. That can be stretched out even longer if the mineral rights on the property are shared by several holders or if there are sensitive environmental or cultural issues. It can be tough to get a geothermal project financed even in a good credit market. Energy project financing is highly dependent on the power purchase agreements with utilities. But those are much tougher to obtain for geothermal plants because about half the cost of development comes before a site’s resource is fully understood.
