Sen Schumer does not quite understand the ”’big picture” and I am willing to bet President Obama is on the phone this evening straightening out a fellow democrat on the politics of giving up one small 1.5 billion Wind Farm in Texas for the bigger prize of 2 TRILLION in Green Energy Revenues for China in the coming years.

Sen Shumer is just screaming foul since the wind turbines will come from China, what he does NOT realize is President Obama is working on a deal to allow the USA inside the China markets and China will slash its 70% protectionism for Wind Energy allowing the USA inside China for the first time . China requires 70% of its 586 BILLION on Green Energy to be spent on Chinese companies and chinese components as it stands now……..with Pres Obama getting the Nov 15th meeting on Global Climate, China will agree to openning up the China markets to USA if the USA backs this first China Wind Farm inside Texas. Sen Schumer, do you realize Woodward Governor, General Electric , and Keydon, all USA Wind component manufacturers will benefit along with the Texas rural schools and areas around West Texas that will get residual taxes and 300 temporary constuction jobs and 30 permanent to operate the 600MW wind Farm. ????

Cielo: Project would benefit rural areas, US contractors (Adds Cielo statement, details)

WASHINGTON, Nov 5 (Reuters) – U.S. Senator Charles Schumer called on the Obama administration on Thursday to block the use of any U.S. economic stimulus funds for a wind farm project in West Texas that would use turbines built in China.

“I’m all for investing in clean energy, but we should be investing in the United States, not China,” Schumer told reporters. “While the project is anticipated to generate as many as 3,000 jobs in Shenyang, China … its job impact in the United States would be roughly one-tenth that amount.”

He complained the $1.5 billion project could get an injection of about $450 million in funds from Washington. That money would come from $787 billion Congress approved this year to help bring the United States out of an economic recession with funds for domestic construction projects and other activities.

When the project was announced last month at a Washington news conference, backers said commercial banks in China were expected to finance the wind farm.

But Walt Hornaday, president of Cielo Wind Power of Austin, Texas, one of the companies involved, said in a statement on Thursday, “This project will not take place without the planned benefits of the American Recovery and Reinvestment Act (the economic stimulus law).”

Hornaday said the project would benefit rural communities in Texas as well as U.S. engineers, contractors and suppliers.

“Without this incentive, wind projects will wait on the sidelines for energy prices to come back to the levels we saw a few years ago,” he added.

Schumer has asked the Department of Energy to refuse funding for the Texas wind farm unless U.S.-made wind turbines were used.

If the agency did not do so, Schumer threatened to take legislative action against economic stimulus funds being used to help foreign manufacturers.

A Department of Energy spokeswoman was not immediately available for comment.

Schumer’s initiative came little more than a week before President Barack Obama is scheduled to be in Shanghai and Beijing. His first trip to China aims to improve bilateral relations, including cooperation on ways to reduce carbon pollution blamed for global warming.

The Texas wind farm would have a capacity of 600 megawatts, enough to supply electricity to as many as 180,000 Texas homes. Chinese wind turbine manufacturer A-Power Energy Generation Systems (APWR.O) would combine with U.S. Renewable Energy Group, an asset management firm, and Cielo to carry out the project.   • On Oct. 29 at 12 p.m. EDT at the National Press Club of Washington, D.C., Shenyang Power Group (“SPG”), the U.S. Renewable Energy Group (“US-REG”) and Cielo Wind Power LP (“Cielo Wind”) jointly held a press conference and signing ceremony for joint venture agreement (“JV Agreement”) and wind turbine purchase agreement.
    ??This JV Project is expected to cost in total approximately $1.5 billion. The three parties, SPG, US-REG and Cielo Wind will set up a JV by jointly investing $40 million to build and operate wind farm in west Texas.
    ??US-REG will apply for a government loan in amount of $1.5 billion, among which a $1.2 billion used for wind turbine orders with A Power (shareholder of SPG) as the only supplier of 240 units of 2.5 mw wind turbines in a total capacity of 600MW. The total cost for wind farm design, installation, commissioning, and etc. is approximately $300 million. The Fuhrlander company in Germany and U.S. GE company will provide wind turbine’s technology and products quality assurance.

  • Here is where the rubber meets the road on the Obama getting China to drop its 70% protectionism plan to block USA companies from entering China with open borders for Wind Power vs the current 70% protectionism wind policy of China.

    My research indicates Prez Obama is going to get a “”GIFT”" from China in exchange for this Chinese Wind Farm inside West Texas. The ”gift”’ will be China will open its borders for foreign wind turbine makers to import wind turbines on open playing field and the 70% protectionism policy will be dropped in exchange for USA backing this Texas Wind Farm from China inside USA.

    Any USA Wind company will benefit by this new policy and the names to benefit are Woodward Governor, American Superconductor, Keydon and many , many other USA manufacturers of wind and electrical components for wind turbines. GE will especially benefit as GE is currently building a very large Gear Box factory (in partnership with APWR) inside Shenyang China for asia wind gear boxes for the future.

    Bringing GREEN JOBS to AMERICA is the Obama visit plan, and Mr Obama is going to do quite a sweet ”’flanking manuever”’ to get the borders OPEN to USA companies inside China for a future 2 TRILLION GREEN ENERGY market. We , as a society, MUST embrace GREEN ENERGY and the USA jobs and the world are depending on this global China change to drop its protectionism.

    A Democratic senator is calling on the Obama administration to reject an expected request for federal economic stimulus money as part of a $1.5 billion West Texas wind energy project because he says it will generate Chinese, not American, jobs.

    The U.S.-China venture, announced last week, would erect 240 huge Chinese-manufactured wind turbines on 36,000 acres in West Texas, with the Export-Import Bank of China committed to handle most of the financing.

    But Sen. Charles Schumer, D-N.Y., said the project reportedly may also be seeking 30 percent funding from economic stimulus grants from the Energy Department — funds he said would used to buy turbines and other components made in a Chinese plant.

    “The idea that stimulus funds would be used to create jobs overseas is quite troubling,” Schumer wrote in a letter to be sent Thursday to Energy Secretary Steven Chu. The senator urged Chu to reject any request for funds from the Texas project.

    “The purpose of the (stimulus program) was to jump start the economy to create and save jobs — American jobs,” the senator wrote. “Yet the Texas wind farm project would create an estimated 2,000-3,000 clean energy manufacturing jobs in China. … American taxpayer dollars should not be used to finance those Chinese jobs.”

  • TreeHugger: President Obama comes to China this month. What kind of impact do you think his visit will have on climate change policy between the two countries?
    Yang Fuqiang: The question is will the Chinese government give him a gift. Because Obama has to give the Congress, the Senators, a sense of what China is doing, and what China is doing can boost Congress to move forward.

    Will China give him a gift?
    I have no inside information. Traditionally the US president comes over and more or less, they definitely give him something. Cooperative agreements, programs – they’ll establish some technology agreement or some treaty. But this time for climate change, China has to give Obama some gift he can come back and give to the Congress.

    What kind of gift will it be, and what should Obama give to China?
    We don’t think the Congress’s target [a 17 percent reduction in greenhouse gases by 2020 from 2005 levels] is good enough. They want Obama to use his reputation and will to do more. Next year, the Chinese will figure out their climate change plan for the next five years, but can we have some initial idea, or general idea, and give that to Obama. We will discuss it. We hope that the Chinese congress will continue to implement a 20 percent energy intensity reduction target [by 2020], or some kind of carbon intensity.

    And renewable energy…China’s target right now is 15 percent by 2020.
    Fifteen percent – that’s a bit of an old target. I understand the NDRC [the National Development Reform Commission, one of the highest government bodies in charge of economic policy] has formulated a new target for renewables. If it could announce it now, even if it can now say this target could be one percent higher, that could be a gift.

    Even with a successful Obama-Hu meeting, do you expect any substantive agreement at Copenhagen between countries?
    This time, no. Even though the WWF position is positive, and still says we’d like to find something, but the reality is I don’t think it’s going to happen.

    What’s the best thing that could happen at the conference?
    The best thing is if all the countries’ leaders or some ministers are open, and they find a final decision and say the UN has the authority to carry out these [emissions] reductions for the coming years. They have to have something, some political declaration saying they will move. Otherwise the UN cannot do it. They can say, next year, the next five years, we will get a new deal. The US is not ready yet. The Congress has too many differences with other countries.

    How important is the issue of technology transfer, and how do you see that issue being advanced?
    Tech transfer is something the developed countries are worried about. They think they’ll lose their competitive edge. But I say, “don’t worry.” There are two approaches: technology transfer and technology cooperation, in the government and private sector. But now some are trying to mix up technology transfer and cooperation, and the private and public. Technology transfer is not too common because government progress is very slow, whereas the private sector is very fast and has more money. Another option is that the US has many national labs and these labs have many patents. But no private sector companies like to use them. So maybe they can find a market in China.

    But you in the Western countries have to show some technology transfer. Because we Chinese and other developing countries think technology transfer is favorable for every country. You have to do something.

    One huge technology that has already seen some cooperation is carbon capture and sequestration (CCS). But China up until now has been lukewarm to it. Can you envision China embarking on a massive effort to capture carbon and store it?

    It has to. But at this moment Chinese government officials, their minds have to be changed, particularly at the NDRC. The question is, how can we have a very strong argument that says this is good, this technology is promising, and in the future we can cut costs? After a demonstration project, the facts tell them, data tells them, this is right for us. Otherwise, they don’t believe it. they say it’s too costly. It’s very hard to convince them.

    At the beginning CSS is very expensive, but based on the technology learning curve, in the future this is one area for the Chinese to gain the competitive advantage. For exports. because the technology is not cheap, China could sell it to developed countries.

    Can you describe the importance of China for the other developing nations involved in climate discussions?
    Without China, there would be no big country to represent them. African countries and most developing countries, their emission total is less than 16 percent. If China or India separate from them, all the developed countries only talk to China or India. So who cares about the other countries?

    LOTS of details but the nuts and bolts is Dec 22nd is drop dead date and Cielo and USREG seem to have been working on this deal a long time before word was let out of the bag about this deal cause securing 36,000 acres in four counties in a month aint going to happen so they MUST have been working on this deal for months in advance.

    Could T Boone Pickens be in on the inside utilizing some of that land he secured in Texas for Wind Farms ???? Alot of questions by me, and alot of upside potential for APWR down the road if and when they land a 1.5 Billion contract for a company doing 320 million of revenues per year.
